SECHA provides education and advocacy services to promote the development of affordable housing for the workforce and residents of southeastern Connecticut. SECHA cultivates partnerships among neighbors, local governments, funders, employers, community service organizations and developers to de-mystify and streamline the development process.
As a result of SECHA’s concentrated efforts, the communities of Southeastern Connecticut will have an expanded supply of housing that is affordable to people who earn a range of incomes and represent the cultural diversity of our community. This infusion of new housing will help revitalize neighborhoods and contribute to the long term sustainability of the regional economy.

The Connecticut Housing Finance Authority (CHFA), the State Departments of Mental Health and Addiction Services (DMHAS), Social Services (DSS), Children and Families (DCF), Economic and Community Development (DECD), Corrections (DOC), the Court Support Services Division of the Judicial Branch (CSSD) and the State Office of Policy and Management (OPM) are pleased to announce the release of this Request for Proposals (RFP). This RFP is seeking applications for capital financing, project-based rental assistance, and support service funding for permanent supportive housing development projects. Types of funding and the project eligibility requirements are described in the RFP. The full RFP is available at www.chfa.org. Requests for a written copy of the RFP or for additional information may be made via email at PSH_RFP@chfa.org. Before submitting a response, applicants shall examine the entire RFP and its Appendices. The submission of a response will be construed as evidence that such an examination has been made.
